Shirley Sagan Norton worked in the St. Lawrence County treasurer’s office in the courthouse on Main Street for close to 30 years straight. This photo comes from Shirley’s retirement in March of 1990, and pictured from left to right are: Betty Bradley (chair of the board of legislators), Robert McNeil, Shirley, Richard Buckley, and Carl Burns (the three treasurers she worked for).
